The disease was previously called novel coronavirus pneumonia.Hospitalization costs, usually incurred by older patients in critical condition, will be collectively paid by the national medical aid program for families in financial difficulty, local finance authorities, and two State-run healthcare plans with almost universal coverage on the mainland — basic medical insurance and insurance for severe illnesses. Central finance pledged it will give compensation of up to 60 percent of local finance payment liabilities.However, the liabilities for outpatient spending vary.The circular said that COVID-19 patients seeking medical advice at Grade 1 hospitals, or grassroots medical institutions such as township hospitals, will have at least 70 percent of their spending covered by the State, as part of an incentive for patients to avoid busier hospitals in major cities.The exact ratio will be determined by local medical insurance and finance departments depending on the state of their insurance funds."In principle, local authorities do not set thresholds for reimbursable costs or cap the refunds at grassroots medical institutions."In comparison, spending at higher-level hospitals — including for outpatient services and emergency treatment — will be reimbursed at the same rate as other Class B infectious diseases, which are constrained by a reimbursement threshold and a refund cap, it said.Places facing shortages of medications are allowed to add more drugs to the catalog of reimbursable medicines, the circular added.According to a 2020 report released by the State Council Information Office, the cost of treatment per COVID-19 patient averaged 23,000 yuan (,300).The cost of treating critically ill patients was usually in excess of 150,000 yuan, with some cases costing as much as several million yuan.Before the nationwide reimbursement policy was unveiled, local authorities were racing to devise their own rules to ease the financial burden on those suffering from COVID-19.For example, Anhui province published a circular on Dec 29 stipulating that 70 percent of outpatient costs and bills for emergency treatment will be reimbursed. 2022年以來，山東省膠州市招商促進(jìn)中深入貫徹落實(shí)膠州市、市政府工作部署，照“上合策源、臨空持、膠州托底、全域動(dòng)”的工作思路，樹“大抓項(xiàng)目、抓大項(xiàng)”的鮮明導(dǎo)向，聚焦平臺(tái)、創(chuàng)模式、聚產(chǎn)、強(qiáng)主體，招商引資作開創(chuàng)新局面。以誠商 協(xié)同推進(jìn)日前，筆者在海爾卡奧斯工業(yè)聯(lián)網(wǎng)生態(tài)園項(xiàng)目施工場(chǎng)，感受到了熱火朝的建設(shè)氛圍：各式貨裝載著建材來回穿梭起重機(jī)的車臂吊著重鋼構(gòu)在空中移動(dòng)，建工人們也干勁十足，鑼密鼓地推進(jìn)項(xiàng)目建?？▕W斯工業(yè)互聯(lián)網(wǎng)目由海爾集團(tuán)投資建，計(jì)劃總投資130億元。項(xiàng)目達(dá)產(chǎn)后，將為海爾在全球最大的體工業(yè)互聯(lián)網(wǎng)工廠，將助力膠州打造千億智能家居產(chǎn)業(yè)鏈條。海爾卡奧斯項(xiàng)目策源程中，膠州市委主要導(dǎo)帶隊(duì)赴海爾集團(tuán)洽，膠州市招商促進(jìn)中以誠服務(wù)，站在企業(yè)度看問題，多次組織題會(huì)議研究推進(jìn)項(xiàng)目從最初的洽談，到最的簽約，僅僅用時(shí)14天時(shí)間，創(chuàng)造了膠州招商引資史上的“效之最”。在項(xiàng)目落戶程中，膠州市招商促中心牽頭工作專班，時(shí)與海爾溝通，圍繞目推進(jìn)提供“保姆式服務(wù)，協(xié)調(diào)解決項(xiàng)目進(jìn)中遇到的困難，充展現(xiàn)出對(duì)項(xiàng)目的誠意“正是我們這種以誠人的招商精神，贏得海爾集團(tuán)的信任和尊，集團(tuán)兩次寄來感謝感謝我們對(duì)項(xiàng)目的支?！鄙虾闲聟^(qū)投資促專班辦公室主任、膠市招商促進(jìn)中心主任希暖說，“海爾卡奧工業(yè)互聯(lián)網(wǎng)生態(tài)園項(xiàng)是上合新區(qū)更高水平放，招大引強(qiáng)聚產(chǎn)業(yè)里程碑。下一步，我將全面支持海爾發(fā)揮部企業(yè)的帶動(dòng)作用，過落戶一個(gè)項(xiàng)目，做一個(gè)產(chǎn)業(yè)、打造一座城，構(gòu)建產(chǎn)城融合發(fā)的新局?！闭猩桃Y績(jī)的取得得益于上合區(qū)建設(shè)推進(jìn)委員會(huì)樹全域上合理念，推動(dòng)商一體化的體制機(jī)制自2022年5月投資促進(jìn)專班成立以來，強(qiáng)“七位聯(lián)動(dòng)”（7個(gè)部室、1個(gè)產(chǎn)業(yè)研究院、1個(gè)招商平臺(tái)公司、10個(gè)產(chǎn)業(yè)招商組、8個(gè)招商部門、12個(gè)鎮(zhèn)辦招商團(tuán)隊(duì)、3個(gè)功能區(qū)招商團(tuán)隊(duì)）一體化商指戰(zhàn)機(jī)制，通過建“3376”工作模式，形成了項(xiàng)目策陳書、接跟進(jìn)、洽談簽約、地服務(wù)全流程一體化戰(zhàn)體系。其中，項(xiàng)目談實(shí)行三個(gè)分級(jí)，即規(guī)項(xiàng)目各招商團(tuán)隊(duì)自洽談，難點(diǎn)項(xiàng)目專班公室統(tǒng)籌推進(jìn)洽談，億元以上重點(diǎn)項(xiàng)目專牽頭洽談；項(xiàng)目推進(jìn)施三個(gè)協(xié)同，即產(chǎn)業(yè)向協(xié)同，招商團(tuán)隊(duì)協(xié)，平臺(tái)公司協(xié)同；招流程落實(shí)七個(gè)一體——項(xiàng)目策源、項(xiàng)目報(bào)、項(xiàng)目分撥、項(xiàng)目調(diào)、項(xiàng)目評(píng)審、項(xiàng)目推、項(xiàng)目決策一體；實(shí)領(lǐng)導(dǎo)干部引領(lǐng)、要素障服務(wù)、招商考核獎(jiǎng)等六項(xiàng)保障措施。體的建立增加了專班各商團(tuán)隊(duì)之間的黏性，成了握指成拳、聚沙城的強(qiáng)大推力，推動(dòng)商工作跑出加速度。果豐碩 摘星奪旗截至目前，上合新區(qū)已簽476個(gè)項(xiàng)目，總投資3560.27億元，同比增長(zhǎng)40.4%，圓滿完成2022年年度項(xiàng)目招引任務(wù)。同，考核成績(jī)實(shí)現(xiàn)新突，在青島“摘星奪旗“24條產(chǎn)業(yè)鏈”大項(xiàng)目考核中，膠西海爾央空調(diào)、膠西豐田叉制造等11個(gè)項(xiàng)目被認(rèn)定為大項(xiàng)目，2022年一季度和二季度膠市均獲得青島市第1名，三季度列青島市第2名，前三季度累計(jì)得列青島市第一名。隨這些大項(xiàng)目的落地，合新區(qū)大項(xiàng)目的時(shí)代經(jīng)到來。一批重點(diǎn)招項(xiàng)目順利落地：上合區(qū)與海信的合作實(shí)現(xiàn)史新突破，海信智慧貿(mào)易板塊已落戶膠州年貿(mào)易額可達(dá)100億元以上，貢獻(xiàn)稅收4億元以上；雙星和諾浩同投資60億元，強(qiáng)強(qiáng)聯(lián)合，在上合新區(qū)打全國一流的綠色智能山裝備產(chǎn)業(yè)園；央企鐵建設(shè)投資110億元的超級(jí)港TOD項(xiàng)目，將打造現(xiàn)代城市生態(tài)素高效集聚的立體城；益海嘉里增資8億美元。舟循川則游速，順路則不迷。當(dāng)前，動(dòng)出擊、招大引強(qiáng)的鋒號(hào)角已經(jīng)吹響，膠正以時(shí)不我待的精神起干事創(chuàng)業(yè)的風(fēng)潮。定目標(biāo) 砥礪奮進(jìn)“下步，我們將以上合經(jīng)綜合服務(wù)平臺(tái)為驅(qū)動(dòng)，以‘1+2+3+N’為重點(diǎn)，以專業(yè)化區(qū)為矩陣，整合上合范區(qū)、臨空經(jīng)濟(jì)示范、膠州市招商工作力，進(jìn)一步完善體制機(jī)，優(yōu)化資源配置，筑開放高地，吸引更多展要素向上合新區(qū)集?！眲⑾Ｅ硎荆z市招商促進(jìn)中心將全踐行“全域上合”理，樹牢“抓項(xiàng)目就是發(fā)展、抓發(fā)展就要抓目”責(zé)任意識(shí)，從三方面著手抓好新一年工作：一是抓策源，質(zhì)量。重點(diǎn)依托上合貿(mào)綜合服務(wù)平臺(tái)，通對(duì)入駐企業(yè)全方位分，幫助頭部企業(yè)解決點(diǎn)、堵點(diǎn)問題，助力業(yè)圍繞上合組織國家“一帶一路”沿線國拓展新業(yè)務(wù)、增加新能，將招商引資工作更深層次、更寬領(lǐng)域展。二是抓協(xié)同，提率。按照“一線招商門主談、后勤保障部主管”的原則，完善商引資主責(zé)部門與服保障部門服務(wù)銜接、同配合機(jī)制，全方位升項(xiàng)目落地效率，優(yōu)上合新區(qū)營商環(huán)境。是抓服務(wù)，興產(chǎn)業(yè)。力推進(jìn)“135N”總投資2842.7億元的50個(gè)重點(diǎn)項(xiàng)目落地，迅速發(fā)起項(xiàng)目簽約開工、建設(shè)、投產(chǎn)的大攻勢(shì)，以大項(xiàng)目帶經(jīng)濟(jì)社會(huì)的高質(zhì)量發(fā)。通訊員 姜姝萍 王曉彤 劉曉黑豹
