省政協(xié)委員民革中央委會(huì)委員、民陜西省委員專職副主委彬。西部網(wǎng) 1月13日下午，陜西政協(xié)十三屆次會(huì)議舉行二次全體會(huì)，10位來自不同界別的協(xié)委員圍繞西省高質(zhì)量展作大會(huì)發(fā)。省政協(xié)委，民革中央員會(huì)委員、革陜西省委會(huì)專職副主崔彬代表民陜西省委員作發(fā)言?！?西積極推進(jìn)新生態(tài)建設(shè)綜合科技創(chuàng)水平從2012年的57.06%，提高到2021年的67.86%，全國(guó)排名第9位，創(chuàng)新能力穩(wěn)步提。但與東部份相比，在新效能上還一定差距。崔彬說，截2022年底，陜西省科板上市企業(yè)12家，僅占全國(guó)2.4%，為江蘇省的12.5%，制約創(chuàng)新潛力放為創(chuàng)新效的因素主要現(xiàn)在創(chuàng)新生建設(shè)上。崔說，在科創(chuàng)態(tài)上，陜西基礎(chǔ)研究的最初一公里和成果轉(zhuǎn)化“最后一公”之間存在斷裂帶”，概念驗(yàn)證、術(shù)驗(yàn)證到工樣機(jī)、產(chǎn)品規(guī)?；a(chǎn)段，缺乏系性支撐，科活動(dòng)風(fēng)險(xiǎn)高周期長(zhǎng)、難大、熟化慢痛點(diǎn)問題難有效解決，致原始創(chuàng)新能不足。在業(yè)生態(tài)上，西企業(yè)間的作通常僅停在上下游的購(gòu)關(guān)系上，乏以創(chuàng)新生建設(shè)為目標(biāo)大中小企業(yè)協(xié)同創(chuàng)新發(fā)機(jī)制。另外國(guó)有企業(yè)在持陜西省創(chuàng)驅(qū)動(dòng)發(fā)展方發(fā)揮著“壓石”的作用但現(xiàn)行的國(guó)評(píng)估、投資策、股權(quán)管等體制機(jī)制制約著國(guó)資企創(chuàng)新活動(dòng)展?！霸诮?生態(tài)上，傳金融追求確性，要求投規(guī)模大、周快，而科技新本身具有確定性強(qiáng)、資周期長(zhǎng)、期資金需求小等特點(diǎn)，對(duì)矛盾的解既需要傳統(tǒng)融創(chuàng)新服務(wù)品和服務(wù)形，也需要大發(fā)展新興金、數(shù)字金融”崔彬認(rèn)為從陜西省金供給、產(chǎn)品新看，在破科創(chuàng)企業(yè)融難、融資貴問題上仍需斷突破。站新的歷史起，為切實(shí)將西省科教優(yōu)轉(zhuǎn)化為高質(zhì)發(fā)展動(dòng)能，彬建議，要善科創(chuàng)生態(tài)構(gòu)建全過程新支撐體系成立全省科成果概念驗(yàn)中心，完善技成果轉(zhuǎn)化價(jià)體系；強(qiáng)共性技術(shù)平、工程驗(yàn)證心的支撐作，貫通成果選、技術(shù)平共享服務(wù)、試中試驗(yàn)證轉(zhuǎn)化孵化服、投融資鏈；深化“三制度”改革推廣秦創(chuàng)原臺(tái)公司“1+1+N”兩鏈融合模式，現(xiàn)“N”個(gè)項(xiàng)目轉(zhuǎn)化孵化“要拓展產(chǎn)生態(tài)，搭建方位產(chǎn)業(yè)協(xié)機(jī)制，提升業(yè)集群引領(lǐng)力，形成龍引領(lǐng)、梯隊(duì)同、鏈群互的產(chǎn)業(yè)集群展格局?！?彬說，建議升龍頭企業(yè)動(dòng)能力，鼓陜西省大型業(yè)為科技型微企業(yè)提供場(chǎng)應(yīng)用，對(duì)次采購(gòu)省內(nèi)技型小微企產(chǎn)品的，可年度付款額一定比例進(jìn)補(bǔ)貼。同時(shí)提升國(guó)有企帶動(dòng)能力，索國(guó)資監(jiān)管核體系改革鼓勵(lì)國(guó)資國(guó)“投小投早科技”。此，崔彬還建，要健全金生態(tài)，完善周期金融支體系。鼓勵(lì)場(chǎng)化資金投投小，對(duì)經(jīng)認(rèn)證的天使金、創(chuàng)投機(jī)和個(gè)人，投經(jīng)秦創(chuàng)原認(rèn)的科技型小企業(yè)的，可照投資金額一定比例給補(bǔ)貼；建立創(chuàng)企業(yè)信用險(xiǎn)補(bǔ)償資金，加大科技融產(chǎn)品創(chuàng)新度，推動(dòng)投聯(lián)動(dòng)、投擔(dān)動(dòng)、投保聯(lián)等專項(xiàng)業(yè)務(wù)共建增信措，真正建立支持科創(chuàng)企發(fā)展的信用價(jià)和征信管體系。 編輯：胡一?
