It is time to further cement ties, boost economic cooperation, experts sayBusiness people in China and the European Union have pledged to team up to push for more trade and investment relations amid geopolitical headwinds.The European Union Chamber of Commerce in China, or EUCCC, which represents EU businesses operating in China, and the Chinese Chamber of Commerce to the EU, or CCCEU, which represents Chinese companies in the EU, held a business leaders roundtable in Brussels on Friday, the first such formal event since the CCCEU was founded in 2018.Joerg Wuttke, president of the EUCCC and chief representative of BASF in China, said the two chambers are best placed to advocate smooth trade and investment relations, and said he hopes there will be no more tit-for-tat actions, without specifying whether he was referring to the China-EU Comprehensive Agreement on Investment. The agreement's ratification was blocked by the European Parliament after the EU and China imposed tit-for-tat sanctions on each other in early 2021.The agreement, if ratified, will address many of the market access concerns by EU investors in China and ensure more stable EU policy on Chinese investment in the EU.Both chambers have long supported the agreement.Wuttke said he was glad to be able to travel outside China for the first time in three years."That's very important because we need human touch in our business engagements," he said. "We need our politicians to meet. We need to build trust at the high level."Wuttke called Chinese counterparts "comrade-in-arms", saying "we are in the same business, we are in advocacy, we are agency for change, and we are trying to make the business environment in our respective regions better for us to conduct our business".Wuttke's delegation ended a five-day tour in Europe on Friday, their first since February 2020 because of the pandemic. However, he warned of the mix of difficulties China and the EU face as a result of geopolitical conflict, energy price rises and supply chain disruptions.The World Bank forecast last week that global economic growth will slow sharply this year, to 1.7 percent, with the 20-member eurozone economy stagnating and then growing 1.6 percent next year, while China's economy is forecast to grow 4.3 percent this year and 5 percent next year."It is high time for China and Europe to further cement their economic and trade relations and work to jointly address the issues" that concern them both, Xu said.In a report issued on Sept 30, the CCCEU said Chinese businesses in the EU recorded rapid growth despite headwinds but sentiment on the bloc's business environment fell to a three-year low. The report urged the EU not to selectively decouple from China in targeted high-tech, digital and green sectors.A similar position paper by the EUCCC last year made 967 recommendations for China.The EU has tightened screening of Chinese investment in recent years, sometimes mimicking the US by playing up national security concerns.Following the EU's widespread restrictions on Huawei's 5G as a result of heavy pressure from the US, Brussels is now facing another test as the US presses ASML of the Netherlands, the world's top chip equipment manufacturer, to ban exports to China, a move both ASML and Dutch officials have questioned.Zhonghua Xu, national chair of the EUCCC's energy working group, said his group has built a dynamic ecosystem involving hundreds of Chinese and EU businesses, focusing on green hydrogen, offshore wind, energy storage and smart energy."We need to work with each other," said Xu, who is also head of TotalEnergies R&D for Asia.Zhang Hui, vice-president for Europe of the Chinese electric vehicle maker Nio, said his company has more than 1,000 partners in Europe, which gives his company huge market potential."We want to make our contribution to the Green Deal and Fit-for-55 in Europe," he said, referring to the EU's ambitious plans for climate neutrality by 2050. 原標(biāo)題：青人口最少縣黨政機(jī)構(gòu)精為20個(gè)，5支執(zhí)法隊(duì)伍簡為1支來源：中國新聞中新網(wǎng)西寧1月16日電 (記者 張?zhí)砀?青海省人口總量最少機(jī)構(gòu)編制規(guī)最小的建制——青海省洛藏族自治瑪多縣，“口小縣”機(jī)整合試點(diǎn)大已然開啟。多縣地處青省南部，平海拔4500多米，總面約2.53萬平方公里，人口1.46萬人，是全人口總量最、機(jī)構(gòu)編制模最小的建縣，屬于典的“人口小”?，敹嗫h方此前發(fā)布息，瑪多縣直黨政群機(jī)行政編制共154名，設(shè)置黨政機(jī)構(gòu)25個(gè)，其中“人以下局”10個(gè)，編制總量小，部門相近職能較，編制資源稀釋，導(dǎo)致職能機(jī)構(gòu)規(guī)小、力量散據(jù)悉，早在2022年5月，青海省官對瑪多縣人小縣機(jī)構(gòu)整工作作出安部署。官方望借此構(gòu)建約高效的基管理體制，全省開展改工作積累經(jīng)、蹚出路子提供借鑒。2022年12月，中共果州委辦公室果洛州人民府辦公室正印發(fā)《果洛瑪多縣“人小縣”機(jī)構(gòu)合試點(diǎn)實(shí)施案》(以下簡稱《試點(diǎn)實(shí)方案》)以及《果洛州瑪縣綜合行政法改革實(shí)施案》《瑪多事業(yè)單位機(jī)優(yōu)化設(shè)置方》，標(biāo)志著多縣“人口縣”機(jī)構(gòu)整試點(diǎn)工作取決定性進(jìn)展據(jù)悉，按照試點(diǎn)實(shí)施方》，機(jī)構(gòu)整后，瑪多縣設(shè)置黨委機(jī)6個(gè)、政府工作部門14個(gè)，即黨政機(jī)由改革前的25個(gè)精簡為20個(gè)(含新設(shè)的縣自然資和生態(tài)環(huán)境草水利局)，五個(gè)領(lǐng)域的法隊(duì)伍由5支精簡為1支，“四人以下”減少了8個(gè)。本次機(jī)構(gòu)合后，除縣辦公室、縣統(tǒng)一戰(zhàn)線工部、縣委政委員會、縣民政府辦公、縣發(fā)展和革局、縣教局、縣公安、縣財(cái)政局縣衛(wèi)生健康、縣應(yīng)急管局、縣統(tǒng)計(jì)、縣審計(jì)局縣市場監(jiān)督理局保持不外，其他機(jī)悉數(shù)納入改，按照“一事情”由一部門統(tǒng)籌，一件事情”一個(gè)部門負(fù)的原則應(yīng)合合、應(yīng)融盡?，敹嗫h官對外表示，舉既能保障層政權(quán)職能整，又使機(jī)設(shè)置和職能置最大程度約協(xié)同高效此次精簡，例達(dá)20%。據(jù)悉，瑪多將動員部署構(gòu)整合試點(diǎn)作，及時(shí)做黨建、干部備、人員轉(zhuǎn)、經(jīng)費(fèi)調(diào)整資產(chǎn)劃撥、公用房調(diào)配檔案資料移等工作，確改革工作緊有序、連續(xù)定。(完)
??齊魯網(wǎng)·閃電新聞1月16日訊?每天早上，在青島市市南區(qū)秀湛路區(qū)，十多位身穿橙馬甲紅馬甲的大媽上崗了。個(gè)“老年志愿服務(wù)隊(duì)”她們的平均年齡68歲，最大的一位75歲。75歲的袁愛珍自從2001年開始就熱衷參與社區(qū)愿活動，至今已經(jīng)20多年了，依舊精神不減當(dāng)。在她看來，做一個(gè)社志愿者挺高興的，為大伙服務(wù)挺有成就感。袁媽和銀齡志愿者們每天社區(qū)撿拾垃圾，對不文的行為及時(shí)勸導(dǎo)，清理區(qū)樓道小廣告，在社區(qū)文明宣講，傳揚(yáng)好家風(fēng)銀齡志愿者的行動不僅創(chuàng)建文明典范城市貢獻(xiàn)一份力量，也為社區(qū)居樹立了文明的榜樣。青市市南區(qū)湛山街道居民激地說：“志愿者服務(wù)給我們打掃衛(wèi)生、提醒全防護(hù)，他們清掃很及，志愿者隊(duì)伍一直不間”。農(nóng)歷小年到了，青市市南區(qū)“互助公社”年志愿團(tuán)隊(duì)給湛山街道十多位孤寡老人送去了意著吉祥如意的花饃。島市市南區(qū)湛山街道仰路社區(qū)89歲的陳大媽告訴記者，志愿者對她們別關(guān)照，生活細(xì)節(jié)都很照，老人在青島沒有親，從哈爾濱來到這里只自己，志愿者把她當(dāng)自的親人。各地政府部門對志愿組織給予支持和導(dǎo)，讓老有所為與文明建有機(jī)結(jié)合。這一天，南區(qū)湛山街道辦事處和口路社區(qū)的相關(guān)負(fù)責(zé)人來到了這里，一起蒸花，送溫暖。湛山街道仰路社區(qū)居委會主任吳丹：“我們仰口路社區(qū)一支援這些志愿服務(wù)團(tuán)隊(duì)一起策劃這些活動，為區(qū)居民服務(wù)。希望我們這些活動一直做下去，居民送去溫暖?！?目，青島市市南區(qū)共有200多支常態(tài)化文明實(shí)踐志愿服務(wù)隊(duì)伍延維初步搭建區(qū)、街道、社區(qū)三級志服務(wù)組織體系，將文明市創(chuàng)建活動做的更加細(xì)。 青島市市南區(qū)新時(shí)代文灌灌實(shí)踐中心副主任王表示，近年來，市南區(qū)托區(qū)級志愿服務(wù)聯(lián)合會27個(gè)志愿服務(wù)分會，積極引導(dǎo)和廣泛吸納老靈恝愿服務(wù)力量參與到文明踐活動和文明城市創(chuàng)建來，先后探索打造了“助公社”“青島大媽”燕島情”等老年志愿服品牌，匯聚文明力量，領(lǐng)文明風(fēng)尚，助力全國明典范城市創(chuàng)建。閃電聞記者 王振華 呂兗周 辛鵬 ?通訊員 王芳 ?何岳 青島 報(bào)道 編輯： 王振華 劉端濤 侯峰峰 閱讀量：705
